As one of only two Minnesota Regulatory Communications Attorneys listed in Who's Who Legal:  The International Who's Who of Business Lawyers, Dan Lipschultz has 15 years of experience practicing in the areas of telecommunications, administrative law and regulated industries, including gas and electric utility regulation. 

Mr. Lipschultz has extensive experience in complex regulatory proceedings, state and federal appellate courts and legislative processes.  His experience includes client advice and
advocacy in state regulatory commission proceedings in Minnesota, Wisconsin, Ohio, Washington and Arizona, as well as legislative proceedings in Minnesota and Wisconsin.  He has also argued a number of appellate cases in state and federal courts, including the Minnesota Court of Appeals, Minnesota Supreme Court, U.S. District Court for the District of Minnesota and the U.S. Court of Appeals for the Eighth Circuit.

Prior to joining Moss & Barnett, Mr. Lipschultz served as Associate General Counsel for McLeodUSA Incorporated, one of the nation's largest Competitive Local Exchange Carriers.  Before joining McLeodUSA, he served as an Assistant Attorney General and lead attorney in the Minnesota Attorney General's Small Business and Residential Consumer Advocates Division.  Prior to serving as Assistant Attorney General, Mr. Lipschultz served as an attorney for the Minnesota Public Utilities Commission.

Mr. Lipschultz's experience in telecommunications matters includes multiple proceedings related to unbundled network element pricing, service quality performance measures, operational support systems, inter-carrier compensation, interconnection negotiations,
telecommunications mergers and a number of other matters arising under the Telecommunications Act of 1996 or state laws in Minnesota and other jurisdictions.  Mr. Lipschultz's experience in energy utility matters includes electric energy rate proceedings, energy company merger proceedings, environmental quality board route permits to construct high voltage transmission lines, the quantification of environmental externalities, resource planning, stray voltage, cold weather protection for consumers and a variety of other matters.

Mr. Lipschultz is a member of the Minnesota and Ramsey County Bar Associations.  He belongs to the Communications Section of the State Bar Association and currently serves as an officer in the Public Utilities Section of the State Bar Association.  He is a frequent lecturer for continuing legal education and industry programs, including the Annual RegionalCommunications Law Forum and Annual Regulatory Attorneys' Conferences.
